ECM checks the throttle position sensor power voltage for abnormal conditions.

Sensor (The sensor below is determined to be normal)
DTC SET CONDITIONS
Check Condition
- 12V battery positive voltage is higher than 6.3 volts.
Judgment Criterion
- Throttle position sensor power voltage should be 4.3 volts or lower for 0.3 second.
FAIL-SAFE AND BACKUP FUNCTION
Throttle opening degree position is in default position.
OBD-II DRIVE CYCLE PATTERN
None.
TROUBLESHOOTING HINTS (The most likely causes for this code to be set are:)
- Short circuit in throttle position sensor power voltage to ground.
- ECM failed.
